Bethesda’s Todd Howard recently discussed on a panel during Quakecon about the details of Fallout 76 gameplay especially about the S.P.E.C.I.A.L. system.

Fallout 76 Character ID Badge details

Howard revealed first the new Character ID Badge feature at the end of character creation. He said that this feature was improved from previous titles. This time around it uses the game’s photo mode that lets players take a picture of their characters. The best part of this discussion is that he revealed that players can change the look of their characters at any time in it.

S.P.E.C.I.A.L. system explained

The S.P.E.C.I.A.L. system is the acronym for Strength, Perception, Endurance, Charisma, Intelligence, Agility, and Luck. These attributes are associated with perks that can be used in the game and are actually in the form of cards now. Players can unlock these cards by just leveling up and use them to increase the attributes when needed. The cards can be ranked up too and has duplicates that can be merged for a better and stronger one.

Players will have to sacrifice a point to equip the perks, which they have to keep in mind. The card packs will be dropped every two levels at first, but it will gradually lengthen to five levels. Each of the packs will have four random cards and a stick of gum that can be used if their characters are hungry.

Picking up cards will not be random and players can actually pick any card they meet the requirements for. The Charisma cards are the most influential cards in the game that makes a difference in groups. There are also a few of these cards for solo players. When they reach level 50, they will not get any more S.P.E.C.I.A.L. points, but they will still get cards.
